I have read that chemical floods should not be attempted in reservoirs with high viscosity oil. It that true?
Short Answer:

Not for every reservoir.

Long Answer:

Encana and CNRL are running polymer floods in the Pelican Lake and Brintinell fields, both with crude oil viscosities that vary from 1000 cp to 5000 cp.  Dakota Oil and Gas is running an alkaline-polymer flood in Thompson Creek with crude oil viscosities ranging from 300 cp to 600 cp.
